CD4060 IC is a 14-stage Binary Counter with carry option, that is it counts numbers by incrementing it by one for every clock pulse supplied to its clock pin. It has 12 output pins ranging from Q1 to Q14 excluding Q2 and Q3. When an input clock signal is applied on these pins the binary value gets increased the maximum it can go is 11111111111111 which corresponds to 16383 in decimal. You just need to power the device through Vss and GND pins with a suitable power supply in range 3 to 18V, the most important step is to set the clock frequency with external resistor R1 and external Capacitor C1. The formula to set the clock frequency is given is F= 1 / (2.5*R1*C1). Where the unit of F is Hz, R and C is ohms and farads respectively.
