This is a Minimum System Board which is a STM32F030F4P6 Microcontroller developed by ST Microelectronics. It has a 32 bit Cortex-M0 CPU core powering this module. It is operating at 48MHz CPU frequency. It can act as a stand alone system as it has Micro USB port to connect and power the device from the PC you are using. It also has an external crystal to communicate with external peripheral devices.
